The Bulldog was originally developed by Beagle from their B.121 Pup. It was designated as the B.125 Bulldog and it was designed from the ground up as a primary military trainer. The Royal Swedish Air Force ordered 58 Bulldogs to be delivered starting in August 1970, but before any aircraft could be delivered, Beagle went into liquidation. The production contracts were taken over by Scottish Aviation.

Powered by a 200hp four-cylinder Lycoming IO-360-A1B6, the Bulldog is considerably more powerful than the Pup on which it was based. The aircraft has a sliding canopy which can be jettisoned in an emergency, a larger wingspan and has increased structural strength allowing for full aerobatics.

Although the RAF never fitted a Bulldog with armaments, the aircraft was designed to allow the installation of four underwing hard-points to which 0.3 in (7.62 mm) machine-guns, unguided or wire-guided air-to-surface projectiles, grenade launchers, bombs up to 110 lb (50 kg) or supply containers up to 640 lb (290 kg) could be fitted. The Royal Swedish Air Force did engage in some weapons training on Bulldogs.

The first production model was the Series 100, and 98 aircraft were delivered to Sweden, Malaysia and Kenya. The next production model, the Series 120, had increased fully-aerobatic weight and was the most prolific in terms of production numbers. In all 220 Bulldog Series 120 aircraft were produced, of which 130 went to the RAF.
